Public Policy in Higher Education focuses on the policy process as it is exemplified in making decisions with respect to higher educa­ tion funding by the Federal Government. Recent legislation is ana­ lyzed in some depth, with comparisons to earlier periods and legisla­ tive approaches. The course seeks to help students analyze recent legislation and arrive at a basic understanding of the national poli­ cy context that influences American higher education. This seminar will also help students gain a greater understanding of the struc­ tures, functions, and issues facing state governance of higher educa­ tion in the U.S., including the role of governing boards; relation­ ship between the federal government and state higher education; ap­ propriations and budgeting; financial aid; equity and access; and re­ lationships between governing bodies and higher education institu­ tions.
